I have been in touch with the Hilton Leicester. If you want to book the 'cancellable' rooms, you have to ring them direct and quote 'NRAS' to get the special rate. I was booking my room and they said they hadn't been informed so I contacted the events office and the reception know all about it now !

The Leicester Hilton number is 0116 263 0066
